A broadcast image showing a pitch under covers before the teams are named does not, by itself, prove that captains were denied a look at the surface. The important distinction is between what the camera captured at one moment and what inspection facility was arranged before nomination.
What the covering rule means
Under Law 10.1, the Ground Authority controls the use of covers before the match. However, it must provide a suitable opportunity for the captains to inspect the pitch before they nominate their players. The umpires must also be able to carry out their responsibilities. This does not mean the pitch must remain uncovered throughout the pre-match period, or that every inspection must appear on television.

How a broadcast image can mislead
Fictional example: A programme first shows covers after rain. Later, both captains inspect the exposed pitch before nominating their players. Staff then cover it again. A viewer seeing only the first shot knows that covers were present then, but cannot conclude inspection was refused.
The missing evidence matters: the picture does not show the full schedule, access arrangements, conversations or later removal of the covers. A suitable inspection may take place during a short window that a live broadcast does not show. Conversely, a covered image alone cannot prove that an inspection happened; it only fails to settle that question.
What viewers should and should not infer
Separate a directly visible cover from a later reported inspection. Only the cover may appear in the image. The second and third require additional match information, such as an official report or direct confirmation.
This rule does not say that inspection predicts the result, batting conditions or fantasy points. Competition-specific playing conditions and local arrangements may differ, so a broadcast frame should be treated as limited evidence rather than a complete account of pre-match access.
